As others have pointed out you need the libc6-dev and libncurses4-dev packages. You will also need the bin86 package if you are on a x86 box. The best way to find out which packages these files are in is to go to the Debian package search page at http://www.debian.org/distrib/packages.html. Then scroll down to the "Search the Contents of the Latest Release" search and enter in the files from above, such as sys/types.h. It will return a list of package that contain those files. If you don't have them installed then they need to be.
