Not to my knowledge. I am reluctant to do so myself because I haven't installed all the packages listed on the "Errata" web page, only the slink-compatible netbase. I'm not even sure whether I would report it against the kernel, netbase or ppp. If you mean "has someone else reported it", I can't find it under bugs with "arp" in their subject lines.
