Is /dev/sdb1 mounted? What is the output of mount (with no arguments)? You probably have to Alt-F2 to a new vt and mount /dev/sdb1 somewhere, then specify the path to the debian archive from there. This is how I installed the base system on my PC. In my case, the base_21.tgz file was on a dos partition, which I had to mount manually first.
