Hmmm, my system doesn't have either faxrunq or faxspool and hylafax works just fine. There is a faxq which must be running and this is started at boot time by /etc/init.d/hylafax, which is symlinked to /etc/rc*.d/S20hylafax. This also starts hfaxd.
