Back in the 1.1 or 1.2 days there was this magic bug where the permissions on /tmp would get screwed up -- they would become -rwxr-xr-x or something like that. A lot of apps don't handle that very well. X programs say they are unable to connecct with an error 111 or something like that (presumably because they can't create their Unix domain socket in /tmp).
