You can get a free demo, though. Don't know if that will create the boot disk, but it probably will. Try: http://www.powerquest.com/freestuff/index.html It really is a nice product, but I've mainly used it to resize FAT partitions, since I haven't had 4.0 (the one that does ext2) that long.
