Your current problem doesn't actually even involve procmail; procmail is never executed because your .forward is indicating that incoming mail should be piped to 'IFS='. I'd imagine if you put quotes around everything after the pipe, then it might work. You could try: "|'IFS=' ' && exec /usr/bin/procmail -f- || exit 75 #mwagnon1'" That might work.
