According to Andrew MacIntyre:

That is because that worked with the cua/ttyS devices (kernel based
locking between dialin/dialout) which has officially been deprecated
by the linux kernel developers.

Complex? Mgetty? mgetty -s 38400 /dev/ttyS1 ?
