I apologize if I'm insulting your intelligence here, but make sure you have 'AllowOverride AuthConfig' (or 'AllowOverride All') in the appropriate <Directory> (or <DirectoryMatch>, etc.) block in (assuming you're using Debian) /etc/apache/access.conf.
