You probably removed emacs 19 but the line is still present in /etc/suid.conf. Edit /etc/suid.conf, find the line and delete it. Then run 'suidregister' as root and you shouldn't get any errors anymore. One more elegant way of doing it would be to run 'suidunregister' <file>.
