wvdial does that when you are supplying the wrong COM port to it. Make
sure that the modem is really on the /dev/ttyS?.
Also...this might be a PnP modem (probably is). Then you need isapnp to
get the modem to initialize first (unless you use 2.1+ kernel, with pnp
support).
Is it a PCI modem or ISA?
