That's not a meaningful question. It's like asking, "Which car is
the best one?" Every driver has a different answer.
I personally use icewm, because it's simple and fast.
Why not install several and see which one you like the most? Almost
all of them are completely free, and Debian's package system makes
installing/deinstalling them pretty simple.
