ipacset runs from /etc/init.d/ipac; however, if you haven't actually 
configured any IP accounting rules in /etc/ipac.conf, ipacset
doesn't do anything (it doesn't need to), and hence fetchipac thinks it
wasn't run.

The later versions of the package check for this in the cronjob so
the error doesn't occur.
