       -s, --scrollbar
              Enables the scrollbar. (Default)
...
       -M file, --menu file
              Replace default menubar file with file.  To disable
              the menubar altogether,  do  not  specify  a  bogus
              value  for  file.   Instead, use the boolean option
              --menubar off

So:
Eterm --scrollbar off --menubar off

Extra hint:
Ctrl-RightMouseButton toggles the menubar of the active window
Ctrl-MiddleMouseButton toggles the scrollbar of the active window

well,...in Eterm-0.8.10 anyway..
