You, I'm afraid. You should select multi-CD access in dselect, and then insert the second CD when prompted. The second CD is designed to boot on some laptops that CD 1 won't work for, but the Debian packages are spread across the two CDs (they won't fit on a single CD); CD2 has packages files that include packages from both CDs, whereas CD1 only lists the packages found on CD1.
