This is really perfect timing, becasue I was getting locale messages too... rather than deal with them I restored from a backup, but the messaaages were as follows.
Opening Netscape: Netscape: locale `C` not supported. Check you $XNLS**** settings. (I can't remember the name of the variable, but it started with an X and had a N, L, and S somewhere in the beginning.)
