The virtual console implementation in the linux kernel has a blank mode which can be switched off using setterm(1); the XFree86 servers have a blank mode that can be controlled using the "BlankTime" parameter of the configuration file (see XF86Config(5x)); presumably MetroX' server(s) work similarly.
