Is /etc/localtime a symlink to the correct file?  Or is it a copy of a
zoneinfo file?  What does

        $ ls -l /etc/localtime
        $ ls -lL /etc/localtime

show?  Also, what is the output of

        $ date
        $ date -u

on your system?
