Debian Logo Vote & Debian Keyring?

I just read the Debian news section on the Web Site and came across the
vote posting for the Debian Logo. My question is: Is this vote for
Developers only? The requirements for balloting seem to indicate that
only those with current/valid PGP keys on the "Debian Keyring" are
allowed to vote. I thought only developers were registered on this
keyring. Is the Debian Keyring open to the public for additions?
