We haven't got around to fixing it yet, pretty much. Nor have I got around to adding /etc/default/ssh as opposed to the /etc/ssh/sshd_not_to_be_run thingy yet; it's on the list along with a couple of hundred other bugs, although somewhat higher up than many of them ...
