I don't think so. If it were, I would expect that vipw or other utils (eg., adduser) would delete it upon finishing alterations to the password file. This file seems to be constantly present. It is there on a Red Hat 5.2 system, on another debian system, and was on the system which prompted my initial message. Try 'ls -l /etc/.pwd.lock' and see if you don't have it on your system.
