Because LILO makes reference to the absolute location on disk of the vmlinuz file (at the far end of the symlink) in the boot code it writes out. Changing the symlinks makes no difference on its own; LILO knows nothing about ext2fs file systems or symlinks. No need to copy .config over; that's just for convenience.
