It means that someone who is subscribed to the list has a broken mailer that does not follow the headers correctly when bouncing messages for whatever reason. In this case a full mailbox. The bounce should go back the list and get trapped by the listserver software. If you get messages like this, forward them to [EMAIL PROTECTED] and they usually will try and take care of it.
