Nothing rudimentary about it.  The base package includes the complete ppp
package.  The pppd binary in it was compiled without pam to save space.

ppp-pam is an optional package in main.  It contains just the pppd binary
with pam compiled in.

I know of nothing that pam adds to pppd that is of any use to an ordinary
dialout user.
