Debian's Packages web page (http://www.debian.org/distrib/packages) will
let you search the current release for a string (ie., a filename) and
tell you what packages contain the string.

Lynx is a remarkable lifesaver in these situations.

a search for libBrokenLocale gives me this:

FILE PACKAGE
lib/libBrokenLocale-2.0.7.so base/libc6
lib/libBrokenLocale.so.1 base/libc6
usr/i486-linuxchecker/lib/libBrokenLocale.a devel/checker
usr/lib/libBrokenLocale.a devel/libc6-dev
usr/lib/libBrokenLocale.so devel/libc6-dev
usr/lib/libBrokenLocale_g.a devel/libc6-dbg
usr/lib/libBrokenLocale_p.a devel/libc6-dbg

As a result, the package you're after is most likely libc6, in the base
area.

We all had delusions in our heads
We all had our minds made up for us
We had to believe in something...
   So we did.
