I just saw some code (linuxgazette)that will turn num lock on for all
terminals.  He said he put the code in his /etc/rc.d/rc file in Red
Hat.  What would be the analogous file in debian?  I've had luck in the
past enabling number lock in console but not X.  Thought I would give
this a try.
