rlogind cannot allocate a pseudo-terminal, which is necessary for an interactive terminal session like "rlogin". This can e.g. happen if you've switched to glibc2.1, run a 2.2.x kernel compiled with UNIX98 support, but don't have a devpts /dev/pts devpts gid=5,mode=620 0 0 line in /etc/fstab.
