I just finished installing four user machines with the kde .debs; you can try ftp.us.kde.org for a US mirror.
These are the qt packages you need; install them, then install all of the KDE debs. .../debian/dists/potato/non-free/binary-i386/devel/qt1g-dev_1.42-2.deb .../debian/dists/potato/non-free/binary-i386/devel/qt-doc_1.42-2.deb .../debian/dists/potato/non-free/binary-i386/libs/qt1g_1.42-2.deb /cnm
