We concluded we couldn't legally distribute KDE binaries (http://www.debian.org/News/1998/19981008). Since then, Troll Tech have indicated they're going to change Qt's license terms. While the current draft for the QPL (the new Qt license; http://www.troll.no/qpl/) qualifies as free in the sense of the Debian Free Software Guidelines (http://www.debian.org/intro/free), in its current form it's not compatible with the GPL, so it doesn't yet look like the licensing problems with KDE will be resolved.
