I'm not certain, but I bet shadow passwords would work for you. In addition to keeping your system secure by allowing the password to not be world-readable, it allows you to specify many additional properties such as passwords that expire after a certain amount of time, requiring the user to change their password. I'd bet that it provides the functionality you want, too. I'm not sure where you need to look in order to find the docs, but hopefully I've at least pointed you in a direction to begin looking.
