I will assume that you are running slink because you did not say. I also assume that the version of "netbase" you are running is 3.11-xx. Download the "netbase" package from unstable/Potato (v. 3.12) and your IP aliasing should work normally. For some reason the slink/3.11 version of netbase doesn't work correctly with the 2.2.x series kernels.
