I had been meaning to ask about this as well. There are the none-free ubcmpeg and ubcmpeg_play packages, but when I tried these, I wasn't too impressed with the compression/quality trade-off. I saw this morning an anouncement on www.gnu.org about a free film project. It is still in its infancy, but maybe you can find some useful information on http://www.gnu.org/software/ffp/ffp.html.
