Then check with ps ax | grep fvwm if it is fvwm2 running. The first
line in /etc/X11/window-managers defines the standard windowmanager to
use.

Maybe it is fvwm, not fvwm2.

This is not needed, as fvwm2 will take the configuration in
/etc/X11/fvwm2 in this case.
