First of, you copied the standard /etc/X11/fvwm2/fvwm2rc as used by
Debian, so you won't see adifference without altering it. How do you
know it is not read?
Debian handles fvwm2 customisation differently. Please take a look at
/usr/doc/fvwm2/README.sysrc and also read the comments in
/etc/X11/fvwm2/system.fvwm2rc
