You need to read http://www.debian.org/News/1998/19981008 It basically says that Debian developers have decided not to distribute any KDE binaries due to Qt licensing issues. While Qt has recently decided to change their licensing, the Debian policy won't change until Qt has finalized their new license and it solves the problems mentioned in the article URL I gave you above.
