Could be that nethack is not allowd to write in the directory
/var/lib/games/nethack/
Check this:
# ls -la /var/lib/games/nethack/
drwxrwsr-x 3 root games 1024 Nov 17 12:29 .
^- this is important
drwxr-xr-x 9 root root 1024 Nov 6 13:10 ..
-rw-rw-r-- 1 root games 966 Dec 7 1997 logfile

Fix it with:
# cd /var/lib/games/nethack/
# chgrp games .
# chmod g+s .
What version of nethack are you using? I remember this was a very old bug,
that should be removed by now.
