any scripts in /etc/ppp/ip-up.d/ get run when the ppp link is established.
so, in your case, i'd create in /etc/ppp/ip-up.d/ a script like so:
#!/bin/sh
if [-x /usr/sbin/runq]; then
/usr/sbin/runq
fi
