I think you need navigator-smotif-407, netscape-java-407, navigator-nethelp-407 and communicator-spellchk-407 for a complete install, although I think that you only need to install the first of the packages I mentioned above (or communicator-smotif-407 if you want the complete comunicator suite, not just the navigator) to get a basic install, but I'm not 100% sure, I use 4.5 now.
