I have `deb file:/var/cache/apt/archives unstable main contrib non-free' in sources.list, and all the .deb files I wanted in /var/cache/apt/archives (not in directories under that for text, utils, etc; all in one dir). It works ok, and in that directory I also have the subdirs dists/unstable/main/binary-i386 then there is Packages.gz in binary-i386. After `apt-get update' the file var_cache_apt_archives_dists_unstable_main_binary-i386_Packages is created, and all works well.
