IP Masquerading needs to be set up on the Linux box to enable the Win98 box
to access the internet. Packets are then routed through the Linux box to the
Win98 one. (Linux is far better in routing etc. than Windows 98 anyway.)

Read the IP-Masquerading Mini HOWTO. It'll tell you everything.
