Did your provider tell you that or did you find this out yourself. The typical configuration I have heard of is ip address assignment via DHCP. Once I grabbed the right version for linux I was able to get it working great.
An easy test would be to setup under 95 use 'winipcfg' to find out what all the parameters are and pump those into linux and see if it works. If you leave it this way the IP address will be static and the ISP may not like this.
