A library can be DFSG-free, but have restrictions that may make it unusable for some development tasks. For example, some libraries (e.g. readline) are licensed under the GPL, rather than the LGPL, thus requiring programs developed with them to be GPLed themselves. Thus, you can't use readline for software that you want to distribute in binary form only.
