Try using an entry in /etc/syslog.conf as annotated therein:

  #
  # I like to have messages displayed on the console, but only on a virtual
  # console I usually leave idle.
  #
  daemon,mail.*;\
          news.=crit;news.=err;news.=notice;\
          *.=debug;*.=info;\
          *.=notice;*.=warn       /dev/tty5

Or as suggested in "Linux Tips HOWTO / v3.0, 7 January 1997" add the
following line to /etc/syslog.conf

        *.*                            /dev/tty5

to dump everything on tty5.
