Gimp is using an internal color format for high quality. You should first save your picture in xcf, so you can pick up the work later, as every conversion results in data loss. Then, you can flat the image (merging all layers in one). Maybe you have only one layer for now, but you should really find out how to use multiple layers. Then you can reduce the used colors from RGB to Indexed. Press right mouse button n the picture, and look for a submenu that has the three entries RGB Grayscale Indexed The not available is what you have currently, this will be RGB. Choose Indexed. It will ask for some parameters (number of colors in palette etc). After the conversion, you can save in Indexed graphic formats as well (gif, ...)
