ftp.debian.org is hosted by Georgia Tech, and their servers do not serve clients that don't resolve properly (using tcpd's PARANOID directive, for example). Many of the ftp mirror sites do not impose this restriction. I can't speak for the others, but ftp://debian.midco.net does not insist that your forward and reverse resolution match.
