Install the "xfntcyr" package. It provides provides a set of Cyrillic fonts for X servers. Netscape can then probably use them automatically. If not, play with the menu "View/Encoding" setting, or set the fonts in menu "Edit/Preferences...", Appearance, Fontss. Something like that? :-) Hope this helps.
