I'd guess you are trying to setup DOSEMU. I don't know why what you are doing doesn't work, but you might try downloading and installing the latest version of DOSEMU. It provides a much nicer way to create a bootable hard drive image. (You don't need a floppy anymore, just run the script setup-hdimage.)
