TOP, as it is normally shipped, does not show a second CPU. It is designed for single-CPU systems only. If you want to get a multiple-CPU top, look on http://www-isia.cma.fr/~forissie/smp_kernel_patch/index.html This site carries several patches for 2.0.x kernels, as well as patches and programs which will show multiple CPU's.
