What command did you use with loadlin? It should be loadlin linux root=/dev/ram initrd=root.bin
Try this and make sure that you get it right. The FATAL ERROR message is most likely caused by a bad floppy. Linux is _very_ picky about floppies and you might need to make 5 or 6 before you get a good one. No kidding.
