Well, either you don't have the kernel-package installed, or your path
is not set properly.  Do a 'whereis make-kpkg'.  If
/usr/sbin/make-kpkg doesn't show up, then you need to install the
package, otherwise you need to make sure that /usr/sbin is included in
your path statement in your .bashrc or .cshrc
